7 Northern states 2025 N4.552 trillion budget brings hope of development but historically no succor

A SolaceBase review of the 2025 budget proposal documents has shown that Northwestern states have budgeted N4.552 trillion for the fiscal year.
According to the document, Kano State budgeted N719.755 billion for the 2025 fiscal year, Kaduna State has a budget of N790 billion for the 2025 fiscal year, Sokoto State budget stood at N526 billion, Kebbi State budget stood at N580.32 billion, Zamfara state 2025 budget is estimated at N546 billion, Jigawa State 2025 budget is put at N698 billion while that of Katsina State is estimated at N692 billion.
These budgets have been said to offer hope of development across Northwestern states however history may prove to be a problem.

Per details on the budget performance documents, in the year 2024, the total Katsina state budget stood at N481.7 billion, however between January and September the state spent N216.4 billion representing 44.9% budget performance.
In the 2024 fiscal year, Katsina state budget for capital expenditure stood at N358.2 billion, however only N139.5 billion was spent between January and September of the year representing only 38.9% budget performance.
In 2023, Kaduna state total budget stood at the sum of N376.3 billion however only N230.3 billion was spent for the whole year representing 61.2% budget performance.
In the same year, the state budgeted N223.6 billion for capital expenditure however only N128.5 billion was spent in the year.
In 2024, Kaduna state budgeted N458.2 billion, however as of half year only N181.7 billion was spent representing 39.7% budget performance based on official data provided by the state.
The capital expenditure budget for the state stood at N317.7 billion, however as of half year 2024, only N110.3 billion was spent representing 34.7% budget performance.
In Zamfara state, the 2024 budgeted amount stood at N426.5 billion, however only N145.8 billion was spent between January and September.
The capital expenditure budget for the state stood at N308.2 billion, however only N84.2 billion was spent between January and September, representing 27.3% budget performance.
This poor performance of expenditures come amid a series of developmental challenges facing states in the Northwestern region of the country.
35% of school-aged children in Kano state are denied access to education per data from the National Bureau of Statistics multidimensional poverty index, 45% of children in Kebbi state lack access to education.
73% of households in Jigawa state lack access to sanitary facilities per NBS data, 73% lack access in Kaduna, 51% lack access in Kano, the figure stands at 61% in Kaduna.
Access to clean drinking water is also another challenge, 64% lack access to clean drinking water in Kaduna, 68% lack access in Kebbi, 51% lack access in Zamfara.
Nigerian states have perennially faced the challenge of inadequacy of revenue hereby relying on loans which then gulps high debt servicing figures in return.

There have been concerns also on transparency and prudence in the management of funds across states in Nigeria including Northwestern states.
