CHRICED urges Kano assembly to ensure full implementation of free maternal, child health care law
The Resource Center for Human Rights and Civic Education (CHRICED) has called on the Kano State House of Assembly to take decisive action in ensuring the thorough and effective implementation of the Kano State Free Maternal and Child Health Care Law 2023.
This appeal was made by CHRICED’s Executive Director, Dr Ibrahim M. Zikirullahi, on Thursday during a public hearing on the 2025 budget at the Assembly.
Dr. Zikirullahi, represented by Zuwaira Omar Mohammed, emphasized that the successful implementation of the law could significantly enhance Kano State’s global reputation, showcasing the government’s commitment to improving health outcomes for vulnerable populations.
He described the legislation as groundbreaking, noting that it aims to provide essential maternal and child healthcare services to women and children in the state. The law, the first of its kind in Nigeria, addresses a critical need in Kano’s communities and sets a precedent for other states seeking to prioritize the health and welfare of their citizens.

“We are optimistic that, under the dedicated leadership of His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf, substantial strides can be made toward eliminating maternal and child mortality — a goal that is both urgent and achievable,” he said.
Addressing the Assembly, Dr. Zikirullahi also highlighted the importance of ensuring openness and transparency in executing constituency projects. He urged the Assembly to involve citizens in the selection, planning, and implementation of these projects, allowing them to fully benefit from the advantages of democracy.
“We strongly encourage the Assembly to foster a culture of consultation with constituents to identify priority needs and consider establishing a legal framework to govern the constituency project process, similar to the successful model employed in Lagos State,” he added.
Dr. Zikirullahi further stressed the need for robust oversight and monitoring mechanisms to ensure that government policies and programs achieve their intended objectives.
In his remarks, the Speaker of the House, Jibril Isma’il Falgore, represented by the Deputy Speaker, Bello Muhammad, assured the public that the Assembly would carefully consider observations, comments, and contributions from citizens.
He stated, “The House is committed to serving the public interest. The views of all participants will be respected, and the Assembly will take the appropriate actions based on them.”
