Kaduna spends poorly on capital expenditure of internal security ministry, budgets N15.4bn, expends N27.8m in nine months

A review of the 2024 budget performance and the approved 2025 budget of Kaduna State by SolaceBase has shown that the state spent poorly on internal security.
This is despite the numerous cases of insecurity and killings recorded in the state due to attacks by bandits.
According to the document, a sum of N15.4 billion was budgeted for capital expenditure of Kaduna State’s internal security ministry in 2024, however, only N27.8 million was spent between January and October of the year.

In 2025, the state government plans to spend N4.7 billion on its capital expenditure for the internal security ministry.
Kaduna State has a history of expenditures on internal security.

In 2023, the state government budgeted N4.1 billion, for the capital expenditure of its internal security ministry, however only N2.7 billion was spent throughout the year.
On September 17th 2024, bandits attacked a church in Kaduna, killing three and abducting many others. Seven days earlier, bandits struck, attacking a hospital and abducting Nurses, Doctors, patients and others.
On November 23rd 2024, it was reported that bandits abducted the Kaduna village head and fourteen others.
Another twenty-two persons were abducted by bandits on September 6th, 2024, in a Kaduna village.
In March 2024, bandits abducted over eighty persons in Kaduna. In May, the attackers killed six persons.
It had been reported before now that 289,375 people were displaced by bandits in 551 communities across 12 local government areas of Kaduna State.
This development was communicated by the Executive Secretary of Kaduna State Emergency Management Agency (KADSEMA), Dr Usman Mazadu, disclosed at the flag-off of the distribution of palliatives at Maraban Kajuru, Kajuru LGA of the state.
“In Chikun, we have 134 affected communities and 26,345 displaced individuals.”
“In Birnin Gwari, 84 communities are affected with 70,893 displaced people and in numerous other communities across 12 other local governments.” the statement read.
While the state government spent N27.8 million on internal security capital expenditure between January and September 2024, it spent N197.8 million on refreshments and meals between January and September, and another sum of N331 million was spent on honorarium and sitting allowance between January and September 2024, per details published on the state’s budget performance report.
Further review shows that line item entertainment and hospitality gulped N602 million between January and September 2024.
This development in poor expenditure is despite vows and promises of the Kaduna state government to end insecurity in the state.
There have been concerns on the prudence of states in the management of resources that are said to be scarce and also the priority spending by these states.
Kaduna State’s plight comes even as it is one of the prominent Northwestern States in the country.
