Kano yet to publish third quarter 2024 budget performance document

Despite other states releasing their third quarter 2024 budget performance report, Kano state has failed to make its own available for public use as of the time of this report.

According to the details on the government-owned website, the most recent budget performance document released by the state is that of the second quarter of 2024.

SolaceBase reports that the budget performance document is usually a key tool to monitor government expenditure and the priority spending of the government.

Already states like Katsina, Jigawa, Zamfara and Niger, among many others have published their third quarter budget performance reports as far back as between October 25 to 30th.

By Fiscal standards, the Kano state government publishes budget performance reports every quarter.

The state and other states usually have a tradition of publishing budget performance reports, a month after the end of the quarter.

The report reveals government revenue, expenditure and what the government priorities in terms of its expenditures.

The fiscal responsibility act of the Nigerian government mandates the federal government to, for instance publish a summarized report on budget execution thirty days after each quarter.

SolaceBase had done reports from the state’s budget performance documents in the past.

The paper flagged the poor state of Kano’s Internally Generated Revenue in comparison with that of its counterpart state, Kaduna.

For instance, data shows that Kaduna earned N27.6 billion in the first six months of 2024 as IGR, while that of Kano state stood at N24.5 billion.

Kaduna’s revenue is broken into N18 billion tax revenue with personal taxes taking N16 billion , meaning that they earned about same revenue from taxes.

In terms of other taxes, Kaduna earned N1.8 billion, while Kano earned N2.6 billion.

Non-tax revenue for Kaduna stood at N8.6 billion, while that of Kano was posted ax N5.6 billion

This would also mean that internally generated revenue per capita stood at N3,325 in Kaduna while that of Kano stood at N1,725.

SolaceBase reported that the sum of N5.1 billion was earmarked for the state’s primary healthcare board capital expenditure in 2024, however, zero naira was spent as of the first quarter of the year.

In 2023 the budget stood at N4.1 billion with actual expenditure at zero naira.

In 2022 the budgeted amount stood at N3.4 billion while the actual expenditure was zero naira.

In 2021 the budgeted amount stood at N2.1 billion while actual expenditure was zero naira.

This means that in total, within the four years under review, the state budgeted N14.7 billion for capital expenditure of the primary healthcare management board, yet, zero naira was actually spent.

This development is despite the fact that 51% of persons in Kano are deprived access to sanitary facilities , 31% are exposed to diseases due to absence of clean drinking water.

In Kano, the time spent on healthcare is put at 37%, according to information from the multidimensional poverty index data of the National Bureau of Statistics.

Child mortality in Kano stands at 109 per 1000 live births per data from state of state, published by Kingmakers, a ranking website that measures performance of states in critical sectors such as healthcare.

The Kano State government has not released information as to why it has failed to publicly publish its third quarter budget performance document as of the time of this report.
