Mid-Term Review: L-PRES assesses progress, targets stronger impact in livestock value chain
The Livestock Productivity and Resilience Support Project (L-PRES), a World Bank-supported initiative, has commenced its mid-term review mission in Kano, bringing together stakeholders from multiple states to assess progress and strategize for the remaining phase of the project.
SolaceBase reports that the review, which began on Monday, is part of a nationwide exercise taking place simultaneously across seven locations, with a final consolidation meeting scheduled to hold in Lagos later in the week.
Speaking during the event, the National Project Coordinator of L-PRES, Sanusi Abubakar, said the mid-term review is designed to evaluate the project’s achievements and challenges at its halfway point.
He explained that the process would help stakeholders identify areas for improvement and strengthen implementation strategies going forward.
“We are here for our mid-term review. It is a time to review our successes and challenges in the first half of the project and see how we can correct and improve in the remaining phase,” he said.

Abubakar noted that the L-PRES project focuses on improving productivity, commercialization, and resilience within the livestock value chain.
According to him, the initiative supports livestock farmers through infrastructure development, training programmes, and other targeted interventions at both state and national levels.

He further explained that the project is being implemented across 20 participating states, grouped into seven clusters for the review exercise.
In Kano, participants from Yobe, Borno, and Kaduna states joined the session, while other clusters are holding similar reviews in states including Niger, Ondo, and Edo.
Highlighting one of the key components of the project, Abubakar said L-PRES places strong emphasis on conflict prevention and mitigation, particularly between farmers and herders.
He stated that the project addresses the root causes of such conflicts by improving access to critical resources.
He said the provision of water and pasture has proven effective in reducing tensions, as it limits the movement of livestock and minimizes clashes.
He added that safeguard teams are also deployed to manage disputes when they arise, although the primary focus remains prevention.
Also speaking, the Technical Operations Manager of L-PRES at the national level, Wasiu Adeoye, described the mid-term review as a standard requirement for multilateral development projects.
He said the exercise allows implementers to assess progress and refine their strategies to ensure greater impact.

According to Adeoye, the review is not a pause in implementation but an opportunity to strengthen delivery.
He emphasized the importance of sustaining momentum in the second half of the project to achieve its objectives.
“Our level of commitment is very high. This is a national assignment, and it is about delivering value to our people and the country,” he said.
Adeoye noted that Nigeria’s livestock sector holds significant potential, describing it as a “blessing” due to the country’s vast animal resources and available markets.
However, he acknowledged that gaps in management and investment have limited the sector’s contribution to the economy.
He explained that the L-PRES project aims to address these shortcomings by unlocking the sector’s full potential and improving its overall productivity and resilience.

It was also gathered that the mid-term review is expected to generate actionable insights that will guide the remaining phase of the project, with stakeholders optimistic about achieving more impactful results.
