Kano State Governor Abba Kabir Yusuf’s suspension of the Kano Urban Planning and Development Authority (KNUPDA) Managing Director and a director—following the inauguration of a town planning probe—has unmasked deep-seated structural issues within the authority.
The move has also blown the lid off the agency’s inner workings, exposing a web of town planning violations in Kano in order to comprehend the emerging reality. The agency, which operates under the Ministry of Land and Physical Planning, has faced prolonged institutional instability, having already seen two Managing Directors cycle through since the start of Governor Abba’s administration.
To address ongoing land disputes and urban planning violations, the governor established several development control task forces. While designed to audit and regulate building structures, the creation of these committees has been perceived by the public as an intervention that undermines the statutory authority of the Kano State Urban Planning and Development Authority (KNUPDA). Furthermore, affected property owners have raised concerns over a lack of due process and fair hearings regarding the subsequent metropolitan demolitions.
The inauguration of a high-powered seven-member committee to investigate town planning violations and unregulated developments is a welcome step, provided they complete their mandate within the stipulated timeframe and act with the highest level of integrity. A critical question remains: why do zoning and physical planning violations persist in total disregard of established legal frameworks?
Upon taking office, the governor strongly condemned the urban planning chaos inherited from the previous administration and pledged comprehensive reforms. However, while executive interventions have successfully reorganized internal ministry operations, they have fundamentally fallen short of reforming the actual building approval and certification processes managed by KNUPDA.
With growing evidence regarding the neglect of development control measures, an investigative panel to review the operations of KNUPDA.The committee is tasked with uncovering the root causes of systemic zoning violations, specifically probing deep-seated allegations of institutional misconduct or wrongdoing, regulatory manipulation, and a culture of intimidation that reportedly permeates various departments within the agency.
Public expectations are high for the newly formed panel to address critical systemic issues, including the proliferation of illegal structures, bureaucratic delays in building approval workflows, and extortion risks tied to file processing—such as unauthorized fees requested from engineers and the likely improper handling of National Identification Numbers (NIN).

Furthermore, the inquiry must clarify the administrative friction between the Ministry of Land and KNUPDA regarding independent demolition mandates, investigate irregularities within the Department of Architecture over Building Plan Approval (BPA) tracking, and establish absolute transparency over official versus unofficial revenue collection.
The seven-member committee is chaired by Dr. Aliyu Dalhatu Sani, Director-General of KANGIS and expected to submit its report to the Kano State Government within three weeks.
