Coalition of Civil Society Organizations (CSOs) working under scale-up of Partnership for Advocacy in Child and Family Health (PACFaH) Projects in collaboration with development Research and Project Centre (DRPC), have revealed that for the Basic Healthcare Provision Fund (BHCPF) to effectively serve its purpose, there is a need for adequate disbursement from funds allocated to that effect.
Speaking on behalf of the coalition at a news conference in Kano Malama Sa’adatu Hashim of Federation of Muslim Women Association of Nigeria (FOMWAN) stated that, BHCPF being a fundamental healthcare funding provided by the National Health Act has the capability of ensuring an effective universal healthcare delivery system in the nation.
She noted that interference from higher levels of government that might affect releases may contribute to making funds inaccessible to implementers and further extend the target.
“It is sad to note that, in 2018 N55.15 billion was allocated; only N12.7 billion was released. While in 2019 out of the N51.22 billion allocated only N15 billion was approved for releases and N6.5 billion was disbursed,” she revealed.
She added that over the last decade funding for the health sector has been poor, making it difficult for Nigerians to access health services without much financial difficulty and for Nigeria to achieve Universal Health Care Delivery system, adding that achieving a Universal Health Care Delivery System is not workable without adequate funding.
“Hence we are calling on the federal government to be more transparent with regards to the BHCPF funds in terms of allocations and releases,” said Malama Sa’adatu Hashim.
