Emir Of Katsina Speaks On Rising Crime

The Emir of Katsina, Alhaji Abdulmumini Kabir Usman, has charged leaders at all levels to live up to their responsibilities by addressing the perennial problems of insurgency,  kidnapping and other violent crimes bedeviling the country.

Speaking at his Palace in Katsina  during a courtesy visit by Dr Kabir Kabo Usman the Director General of the International Centre for Islamic Culture and Education, ICICE, Abuja, the Emir said moral decadence, juvenile delinquency and drug abuse are responsible for the increase in crime being witnessed now.

A statement issued in Abuja by Alhaji Abdulkadir Ahmed Ibrahim, the Special Adviser on Media to the Director General of the ICICE, said the Emir lamented the non-recognition of traditional and community leaders in the general administration by the present political system Nigeria is operating.

He berated those he described as “the elites” who relegate traditional values to the background and further blamed the 1976 Local Government Reforms that stripped traditional rulers of some of their functions as the factors that led to the current logjam in the country march to prosperity.

The Emir of Katsina also expressed concern with the proliferation in the circulation of small arms in the region, drugs abuse, trafficking, street hawking by girls, rape, kidnapping, insurgency and a surge in the number of religious sects with questionable modes of worship and called on all the relevant agencies to put more efforts and engage community leaders in tackling the situation.

He argued that hitherto the 1976 reforms, traditional rulers were responsible for the general behavior of their communities and were in control of the movements of strangers and in the maintenance of law and order and suggested for a revisit of the old native system of administration to suit the modern challenges.

Alhaji Abdulmumini Kabir Usman advised leaders to be just and fair in all they do pointing out that if the guilty will be punished and social and economic activities are spread equitably, then there will be success.

He commended the International Centre for Islamic Culture and Education, Abuja, for its activities aimed at improving the lot of the common people and urged it to include the teaching of morals and patriotism in its curriculum.

The Director General of the Centre, Dr Kabir Kabo Usman, had earlier told the Emir that the organization is engaged in supporting the unemployed to gain employment, poverty alleviation, charitable works particularly for the Internally Displaced Persons and is currently mobilizing funds for the expansion of the Al – Noor Mosque at Wuse II in Abuja to accommodate about ten thousand Worshipers at a time.

Dr Kabir Kabo said individuals and organizations have so far donated about N200m for the project that is estimated to cost about N520M.

The Director General and his entourage later paid a similar courtesy call to the Emir of Daura Alhaji Faruk Umar Faruk also in Katsina State and visited the Palace of the Emir of Kazaure in Jigawa State, Alhaji Najib Hussain Adamu.
