Kano Assembly Passes 47 Bills-Speaker

Kano State House of Assembly says it passed 47 bills into law in the 8th assembly.

The Speaker of the House, Kabiru Alhassan Rurum said 45 of the bills were assented to by the state governor, Dr. Abdullahi Ganduje while he withheld assent to two bills.

Kabiru Alhassan Rurum stated this in an exclusive interview with Solacebase on the scorecard of the assembly in the last four years.

He said the assembly passed bills majorly that has direct impact on the lives of the citizenry.

‘’It was in this assembly that health bills that gave impetus to the creation of two specialist hospitals (Sheikh Isyaka Rabiu Pediatric Hospital and Muhammadu Buhari Speacialist Hospital) and some general hospitals were passed.’’

‘’To strengthen health education in Kano, the assembly passed bills for supporting the creation of School of Nursing Madobi, School of Midwifery in Kano, Dambatta, Gwarzo and Post Basic Midwifery in Gezawa with school of Health Technology in Bebeji, ‘’said Rurum,

The Speaker said the tenure abolition bill in the Civil Service that was passed initially compelled Civil Servants on the cadre of Directorship upward retiring after 8 years on the seat without reaching the mandatory 60 years of age or 35 years in service, and this tremendously enhance productivity in service with job security.

Rurum  who was also elected House of Representatives Member, representing Bunkure, Kibiya, Rano federal constituency, noted that Kano Assembly was at the fore front of the passage of the state assemblies and Judiciary financial autonomy bill which the house concur to and was subsequently passed by the National Assembly

When asked on the initiatives behind the passage of the pension law for Speaker and deputy, which has been criticized by many, Kabiru Alhassan Rurum said the law is to support the presiding officers when they are no more gainfully employed or holding any political office.

‘’Look at it, Kano has about 11 Speakers that have served the state, but out of this only two or three will benefit from the law presently, ‘’said Rurum.

‘’There are some of these presiding officers that their living condition is bad as I speak to you. For instance, a former Kano Assembly Speaker, Abdullahi Abubakar Karaye is presently blind nor can he fend for himself.’’

Kabiru Alhassan Rurum who emerged twice as Speaker and deputy Speaker in the 8th Assembly after previously resigning over bribery allegation before he was later cleared, said he doesn’t pray to benefit from the pension law as his political aspiration goes beyond that.
