Financial autonomy: Group calls for speedy appointment of Kano house of assembly service commission

Organization for Community Civic Engagement (OCCEN) has called on Kano State Governor, Dr Abdullahi Umar Ganduje to speed up processes for the appointment of the state house of assembly commission members that will allow for a full application of the state assembly autonomy.

This was contained in a statement issued and signed by OCCEAN’s Executive Director Abdulrazaq Alkali and sent to Solacebase on Sunday.

According to him if done it would allow the legislature to work better and with greater capacity in augmenting the efforts of the executive in bringing development to the people without being impeded by lack of finance, inadequate training, or insufficient manpower adding that, evidently, the biggest gainers of an independent legislature and judiciary are neither members of the executive, judiciary nor of the legislation but the citizens.

He added that a strengthened legislature will be more responsible for governance reforms and rendering it more stable, secure and accessible to all citizens through effective oversight, lawmaking and representation.

Alkali further stated that OCCEN’s mission is to promote the principle of separation of powers among the three arms of government (executive, legislature and judiciary) values that the Nigerian constitution stood by and reaffirmed by the recent amendment of section 121 (3) and presidential executive order.

“The President signed the Executive Order number 10 into law based on the power vested on him as the President of Federal Republic of Nigeria under section 5 of the Constitution of the Federal Republic of Nigeria 1999 (as amended), which extend to the executive and maintenance of the constitution, laws made by the National Assembly (including but not limited to section 121 (3) of the 1999 constitution, which guarantee financial autonomy of the state legislature and state judiciary,” he revealed.

He stressed that OCCEN with funding support from National Endowment for Democracy (NED), Washington DC in partnership with DFID-PERL organized a town hall meeting in Kano state early this year in order to sensitize various citizens’ groups across the state with regard to the implementation of the Financial Autonomy Law as enshrined in the 1999 constitution (as Amended) and urged the state government to implement it.
